How can I fix my problems with the IRS?

My wife is has duel citizenship and has resided in BC since 1958. She has not filed with IRS but has paid taxes in Canada. What is the safest way to go about making peace with IRS? Canada taxes have always been paid. No yearly income over about $35M Canada. per year. No US property. What is the estimated cost to file initial return?
